Rodney Taylor

Secretary General, CTU

Rodney Taylor has worked with the Barbados Ministry of Innovation, Science and Smart Technology (MIST) as the Chief Digital Technology Officer. In this position he was the technical lead on Barbados’ digital transformation, improving public sector service delivery through strategic use of innovation, science and SMART technology. Mr. Taylor’s professional experience includes management of the Information Systems Unit in Barbados’ Ministry of Foreign Affairs and Foreign Trade and its overseas missions. He also previously served as the Business Development and Operations Manager at the Caribbean Telecommunications Union (CTU), where he worked with regional governments in the development of policies to govern ICT, led the work to operationalize the CTU’s Caribbean Centre of Excellence to offer consultancy services to the Member States and also represented the region in many international ICT conferences.

Mr. Taylor is an advisor on Internet Governance and has published research on e-commerce diffusion in small island developing states in the Journal of Information Systems for Developing Countries. He is a founding member and former Chairman of the Barbados Chapter of the Internet Society, an organization whose aim is to promote the open development, evolution and use of Internet for the benefit of all people throughout the world. Mr. Taylor holds a Masters in Management and Information Systems from the University of Manchester, UK and a Post Graduate Diploma in Public Sector Management from the University of the West Indies.

Bevil Wooding

Bevil Wooding is a Caribbean technologist, strategist and development practitioner whose work sits at the intersection of digital innovation, public policy and institutional transformation. He serves as the Director of Caribbean Affairs at the American Registy for Internet Numbers (ARIN) where he supports governments, regulators and technical communities across the region. With over two decades of experience spanning governance, reform and capacity building, Wooding has played a leading role in advancing secure, resilient digital ecosystems in the Caribbean and beyond. His work includes strengthening internet infrastructure, modernizing justice systems, shaping cybersecurity and data governance frameworks, and building regional communities of practice.

He is co-founder of the Caribbean Network Operators Group (CaribNOG) and the Caribbean Peering and Interconnection Forum (CarPIF) and the convener of the Connected Caribbean Summit, a premier regional forum for collaboration, innovation and values-based development. His presentations offer valuable insights into effective marketing techniques, equipping professionals with the tools to enhance their event promotion and achieve outstanding results. Wooding is a passionate advocate for Caribbean-led solutions that empower people, strengthen institutions and drive sustainable transformation.

Cathrona holds a BSc. LLB. & LLM. and is a telecommunications and policy professional with expertise in internet governance, digital transformation and emerging AI governance. She currently serves within the Telecommunications Business Unit of the Antigua Public Utilities Authority (APUA), where she supports operational governance, regulatory compliance and technology driven initiatives.

She also serves as Director of Stakeholder Relations for the Caribbean Agency for Justice Solutions (CAJS), contributing to regional justice sector transformation efforts, including AI-enabled legal innovation. Cathrona holds an LLM in Internet Law and Policy from the University of Strathclyde and is committed to advancing inclusive and responsible digital governance across the Caribbean.

Giovanni holds a Bachelors degree in Electrical Engineering from the Fonty’s University in the Netherlands and a Masters degree in Telecommunications Regulation and Policy from the University of the West Indies, St. Augustine, Trinidad & Tobago.

Giovanni has over two decades of experience in the telecommunications industry the majority of which as an executive with telecommunications regulatory authorities in the Dutch Caribbean. He is currently employed by BlueNAP Americas as Chief Executive Officer.

Alejandro Acosta

LACNIC

Alejandro Acosta is currently R&D Coordinator at LACNIC and a member of a number of Internet related organizations. He has three specializations in the field technology from the Universities of Michigan and Maryland. He has previously chaired LACTF (the Latin American and Caribbean IPv6 Task Force), served as Support and IT Manager at British Telecom (BT), and been a member of LACNIC’s Electoral Commission.

He has coordinated the annual FLIP-6 meeting and the Latin American IPv6 Forum. He has also been teaching TCP/IP and Open Source at Universidad Nueva Esparta for more than ten years.
